The Financial Services Department seeks a Finance Officer to assist in budget preparations, reporting and liaise with Pension Department in all pension issues.
The Responsibilities
• Assist in the preparation the various reports and complete the submission to the Ministry of Finance.
• Assist the Accounting Manager in the preparation of annual budgets.
• Coordinate with federal authorities seeking clarification regarding tasks required by the government.
• Identify and investigate discrepancies in budget submissions and recommend appropriate proposals.
• Run the monthly budget tracking reports and make them ready for review by management
• Attend to budget queries by reviewing the issues and responding to the business center managers with feedback and information.
• Review expense claims/payment requisitions and check them for completeness before sending them for approvals.
• Review and reconcile payments with external parties and vendors. This involves but not limited to handling all pension issues relating to National employees and telecom expenses for the entire campus.
• Responsible for ensuring that all payroll deductions are analyzed and incorporated into the monthly payroll.
• Maintenance of records concerning decisions, circulars and letters that have budget consequences. Coordinate responses with the government authorities.
• Provide back up for the functions within the department.
• Constrained by University policies and procedures.
• Seeks supervisor’s assistance and advice when necessary.
• Occasional heavy workload, timelines and deadlines, and large amount of paperwork are challenges faced by the jobholder.
• Works closely with Business Center Managers and budget coordinators.
• Maintains liaison with the Ministry of Finance, the Pensions Dept. & Etisalat on all related matters.
• Deals with employees on both campuses.
• Must project a professional image when representing the University and dealing with outside organizations.
The Requirements
• Must possess a Bachelor’s Degree in Commerce or a related field from an accredited institution and a minimum of 2 years’ relevant experience or an equivalent combination of education, experience and skills.
• Experience using spreadsheets is essential. Experience with other office software would be an asset
• Arabic/English bilingual essential. Experience working in an academic institution will be highly desirable.
